The Acta Group (Acta®) and Bergeson & Campbell, P.C. (B&C®) are pleased to announce that Scott J. Burya, Ph.D. has joined our firms as a Regulatory Chemist.  Dr. Burya holds a Ph.D. in analytical chemistry from the Ohio State University and will support clients in all stages of product development, from assessing the toxicology and regulatory profiles of new substances, performing quantitative risk assessments, and navigating state and federal regulations, to guiding teams through complex submission processes.  His areas of expertise include the Toxic Substances Control Act (TSCA) as amended by the Frank R. Lautenberg Chemical Safety for the 21st Century Act, the Federal Food, Drug, and Cosmetic Act (FFDCA), regulation of chemicals under California’s Proposition 65 (Prop 65), and the transport of hazardous materials under Title 49 of the Code of Federal Regulations.

Before joining B&C, Dr. Burya held progressively senior positions in Product Safety and Regulatory Affairs for AkzoNobel where he managed teams and processes that addressed the requirements set by the U.S. Environmental Protection Agency (EPA), the U.S. Food and Drug Administration (FDA), the U.S. Department of Transportation (DOT), Environment and Climate Change Canada (ECCC), Health Canada (HC), and other agencies.  Notably, he led multidisciplinary teams comprised of chemists, toxicologists, and third-party labs focused on regulatory approval of new technologies, and has obtained Premanufacture Notices (PMN), Food Contact Notifications (FCN), New Substance Notifications (NSN), and other agency approvals required to commercialize products.

Dr. Burya joins the unmatched scientific, regulatory, legal, and business advisory resources available to clients at Acta and B&C, including over a dozen scientists (eight with Ph.D.’s), five former senior EPA officials, and a powerful team of highly-credentialed and respected chemical regulatory attorneys.  Our deep and expansive understanding of U.S. and international chemical regulatory programs, honed by years of “in the trenches” experience, is reflected in the many requests we field for our professionals to speak at academic and trade association seminars, and the articles and books produced by our professionals, including the recently published New TSCA:  A Guide to the Lautenberg Chemical Safety Act and Its Implementation, and Global Chemical Control Handbook:  A Guide to Chemical Management Programs, both published by the American Bar Association.  A wealth of timely information on regulatory developments is available on our websites and blogs; visit and for more information.

B&C® helps companies making and using chemicals commercialize their products, maintain compliance, and achieve competitive advantage as they market their products around the world. We provide powerful solutions for regulatory, political, and scientific challenges in any jurisdiction.
