Deziel, former Regional Administrator, Region 1 (New England), U.S. Environmental Protection Agency (EPA), and Todd Stedeford, Ph.D., DABT®, ERT, ATS, former Senior Science Advisor in EPA’s Office of Pollution Prevention and Toxics (OPPT), have joined our firms.

Dennis R. Deziel, Senior Government Affairs Advisor for B&C and Acta, provides the firms’ clients with an extraordinary depth of experience and knowledge of the regulatory process and government advocacy, honed through a career of senior leadership roles at EPA, the U.S. Department of Energy (DOE), and The Dow Chemical Company, among other significant positions. As Administrator of EPA Region 1, Mr. Deziel led the region’s 500-plus employees in managing energy, environment, and sustainability policy and programs, building coalitions across a wide range of stakeholders, including members of Congress, governors, federal and state government officials, industry, non-governmental organizations (NGO), and local communities. Prior to that appointment, Mr. Deziel was Director of Federal Government Affairs for The Dow Chemical Company, responsible for regulatory compliance initiatives across the full portfolio of product categories, including energy, chemical management, automotive, plastics, building and construction, and pharmaceuticals.

Other highlights of Mr. Deziel’s career prior to joining B&C and Acta include serving as Deputy Assistant Secretary at DOE; chemical security director of the U.S. Department of Homeland Security; and policy advisor at the Council for Environmental Quality. Mr. Deziel earned a B.A. at the University of New Hampshire and a Master of Public Policy degree from Boston University.

Todd Stedeford, Ph.D., DABT®, ERT, ATS, Of Counsel for B&C and Senior Science and Regulatory Advisor for Acta, delivers exceptional legal acumen and scientific experience to firm clients. Dr. Stedeford’s most recent EPA appointments include Senior Science Advisor/Senior Leader, OPPT, Office of Chemical Safety and Pollution Prevention (OCSPP), Acting Chief, Chemical Risk and Reporting Enforcement Branch, Waste and Chemical Enforcement Division, Office of Civil Enforcement (OCE), and Chief of Assessment Branch 2 for New and Existing Chemicals, Risk Assessment Division, OPPT. Highlights of Dr. Stedeford’s stellar legal and scientific career include serving as in-house counsel and toxicology advisor, Health, Safety and Environment Division, Albemarle Corporation; Toxicology Manager, Reduced Risk Products, Scientific & Regulatory Affairs, JT International S.A.; Environmental Health Scientist, Integrated Risk Information System (IRIS), National Center for Environmental Assessment, Office of Research and Development, EPA; Law Clerk, Environmental Crimes Section, Environment and Natural Resources Division, U.S. Department of Justice; and Law Clerk, Criminal Investigation Division, Office of Criminal Enforcement, Forensics and Training, Office of Enforcement and Compliance Assurance, EPA.

Dr. Stedeford is a Diplomate of the American Board of Toxicology (DABT®), a European Registered Toxicologist (ERT), a Fellow of the Academy of Toxicological Sciences (ATS), and a member of the Bars of the District of Columbia and the State of New York. He holds a Ph.D. in Toxicology and Risk Assessment from the University of South Florida and a J.D. from the Levin College of Law, University of Florida.
